This report serves as a comprehensive documentation and capitalization of the experience gained from the ‘Awrach’ Temporary Project in the Agadir Ida-Outanane Province, which is being implemented by the Forum of Competencies in collaboration with the Agadir Ida-Outanane Provincial Council and the Agadir Municipal Council. The ‘Awrach’ project, focusing on cleanliness and waste collection within the Agadir Municipality, has been regarded as a strategic vision for the implementation of the social activities of the Forum of Competencies, as outlined in the strategic vision for the period 2020–2024.
The cleanliness initiative has made a significant contribution to revitalizing the educational, social, professional, and solidarity sectors in the city of Agadir. This contribution spans all stages of the project, including mobilization and awareness-raising through the organization of communication activities, as well as capacity-building efforts for the direct beneficiaries of the project.
The field follow-up phase has been critical in ensuring the ongoing success of the project, involving regular site visits to monitor the progress of the work, ensuring the smooth continuation of activities, and addressing the conditions associated with the closure of the project.
This report serves as a capitalization of the experience of the project ‘Women Participating in Local Governance in the Agadir Ida-Outanane Province.’ It presents a series of communication activities, training sessions, and dialogue meetings with political elites, civil society actors, and consultative bodies organized as part of the project. The report also includes a range of opinions and recommendations aimed at establishing women’s sectoral rights in monitoring and evaluating public and local policies within the Agadir Ida-Outanane Province, by highlighting the representation of women in elected councils.
The work of the consultative system of the Agadir Municipality for 2019-2020 contributes to the implementation of the project ‘Civil Society and Participatory Democracy: Strengthening the Participation of Actors in Public and Political Debate in the Souss-Massa Region. This project, implemented by the Migration and Development Association in partnership with the Forum of Youth Initiatives and the Women of the South Association, spans three years starting from January 2018. It is supported by the European Union under the Civil Society Support Program in Morocco and the French Development Agency. This project is based on the principle that civil society is a driving force for change in democratic practices.
This report was prepared within the framework of the accreditation of the Forum of Competencies for Development and Democracy by the National Human Rights Council, specifically the Special Committee for the Accreditation of Election Observers, during the October 7, 2016 legislative elections.
This report serves as an explanation and clarification of the elements of the observation carried out by the Forum of Competencies for Development and Democracy regarding the October 7, 2016 legislative elections in Morocco. It covers several stages of the electoral process, from the pre-campaign period to the announcement of the results.
It is also important to note that this report was prepared by a team of more than 20 individuals, including university professors, master’s and doctoral students, and civil society activists affiliated with the Forum. The team followed and monitored these stages by collecting and analyzing data, which was then transformed into key observation elements in the form of an explanatory report. The report includes several critical observations that are essential in assessing the progress of the electoral process in Morocco, ensuring the continuity of the democratic electoral process in the country.
This report was prepared by the Forum of Competencies for Development and Democracy within the framework of the ‘Observers’ project, launched by the Forum of Competencies for Development and Democracy, during the period from March 2021 to October of the same year. It was prepared by a team of more than 12 members, including experts and technicians. They followed and supported these stages based on data collection, analysis, and transforming them into observation elements in the form of an explanatory report. The report includes several key observations that are crucial in measuring the progress of the electoral process in the Souss-Massa region.
It is important to note that this report provides a comprehensive account of the major events and achievements that took place during this electoral period. It also evaluates all the means and tools used to conduct and organize the elections in the Souss-Massa region during this phase, in all its aspects, based on the available monitoring data, which may indicate areas of strength or weakness.

is a compilation of data and opinions related to the project. It serves to capitalize on the project through the reflections of facilitators and beneficiaries, as well as to highlight the key steps and main stages that the Forum and the working team have diligently implemented during this phase.
